It's an easy tactic for them to make more money.
There's webpage he shows around 1:17 titled "How Roobet is Provably Fair" which explains how they do not control how the bombs are placed. The casino gives you an encrypted copy of the "seed" they use to construct the game. Whenever you want to verify fairness, they give you a key to decrypt the copy, but then they'll also generate a new seed if you want to keep playing.

This helps. Clearing 4 spaces with 2 bombs is x1.41 on the site I play, same as clearing 2 with 4 bombs. So I'm guessing the variation is similar across the board.
