If your F4 priority date is current for filing (see Visa Bulletin Chart B), currently it takes NVC 75-90 days to create a case and issue an invoice. If your PD is not current for filing, you'd have to wait and keep checking the VB until F4 priority date is current for filing.

Great question. The consulates visa issuance is slowly increasing. Some consulates vis processing has reached pre-pandemic level. Others has not. Comparing to the large amount of Covid induced backlog, it will take long time to clean it up. I publish my prediction of NVC backlog cleanup time monthly. NVC is currently reviewing cases submitted on 24Jan2023. It may take 2 months to complete the review. You will hear from NVC when they complete in April-May 2023.

Visa Location Mumbai, India - one of the AOS document statuses shows just submitted on 10th Jan 2023 all other documents were accepted by NVC on 07 Apr 2022. Thanks for your question. The doc submission date is supposed to be system date when the file was uploaded successfully to CEAC system. NVC does not review and accept the docs right away due to the case backlog. They are currently reviewing the docs submitted on December 6, 2022. It will be awhile till they review your last doc. Your PD appears to be current for final action. Due to large amount of pandemic induced backlog and the slow cleanup process, it’s hard to say when your consulate will have an interview slot for F21. My prediction of your wait time is 2 years from DQ date assuming consulate in Nigeria continues to catch up with processing F21.
