Everyone's saying the big problem is "No Spin Up" "Oh you should make it do x." Personally when i said shoots in a horizontal pattern i thought that meant it was inaccurate but in a way that affected the horizontal plane not THAT IT WAS ESSENTIALLY A SHOTGUN.
That pattern is undodgeable inside a room. Normal minigun is also essentially a shotgun with firing 4 pellets with every shot but those are at least clustered (and the spin up exists allowing you to take cover)

idk man I think that the severe damage falloff just makes it a more eccentric "do not take a heavy in a head to head close range fight he will win" kind of gun which is what normal heavy does, just make it take as much ammo as the bullets it's putting out and you're pretty good
For balancing it should be that DMG is spread amongst every person hit, so say a 10 DMG shot would be divided between three people to be 3 DMG a shot. It'd still be strong but it'd at least be a lot fairer
tf2 tends to make wepons sidegrades that tend to increase the acuracy needed to hit the target and reward that with more dmg, if u reduce the widespread widauth increasing dps maybe reduce it a bit (maybe reduce range) actually i think it would be fun to have a hevy shotgun

This seems cool i think a weapon like this could be in the base-game with some slight adjustments perhaps just have it take like 10 percent more against bullets or something to keep it from getting out of hand its not drastically changing what counters heavy sniper and spy can still avoid the benefits of the gun and do their thing all the same the weapon just trades the little ranged capability the standard mini gun for more effective mid to short range superiority

I like the idea but it's clearly not balanced. It needs additional ammo consumption at minimum to offset the ridiculous firepower it has, and maybe also some extra damage falloff and then we can start talking about it being a real weapon.
If it just had a wide spread and not a shotgun spread this would be a lot more balanced. I like the idea of an annoyingly inaccurate minigun that is built for close combat and taking on around 2 enemies at a time. You could also make a minigun that's annoyingly inaccurate but has regular rev up times and just make it shoot incredibly fast and have a penalty to damage falloff, that could work in the same way. But also at that point, why not just have the Brass Beast?

Make it have 300 rounds and eat 6 boolets per shot since its basically used as a shotgun, and make it a secondary since it doesnt slow you down or need spinning up
So Heavy now has a primary that is not only more accurate than all other primaries, but doesn't suffer from slow movement while shooting, has no wind up needed before firing, the same damage as I'm guessing the base minigun, random crits can happen and you can easily hit more targets? Yeah, this would get nerfed in a week, hell, maybe in a day if Valve made it.

The Time to Kill is actually higher than stock Minigun. You jump around a corner with this thing into a revved up enemy Heavy, you lose the 1v1.
