There was background to this story( bakasura was a gandharva) : When the guards of the lake caught him and brought him in front of Shiv ji, Lord Shiva told him that he had stolen the flower from Parvati’s lake and as a punishment to this crime, he will be reborn as a demon. Lord Shiva also blessed him saying that he had stolen for the devotion of Lord Vishnu, which is why in the Dwapar age (there are four ages according to Hinduism- Krita (Sat) Yuga, Treta Yuga, Dwapar Yuga and Kali Yuga), when the “Brahm” the ultimate will appear as Krishna on earth, Bakasur will attain deliverance through the hands of Krishna.

God Ram worshipped Shiva before the final battle for victory. Then again, Shiva Ji when asked who he meditates upon by his wife Parvati, he said that he meditates upon Rama or Vishnu. Then as Shiva has no relatives, Vishnu ji does all the arrangements for the devine wedding and the rituals of Marriage between Shiva and Parvati are performed by Brahma.
They all compliment each other.

My own view is that with all these contradictions there is only one Krishna, and that is his great ness and glory. Shorn of it he becomes meaningless, insignificant. He can play the flute and he can dance, and with the same ease he can fight his enemy in the battlefield with his chakra, his wheel-like weapon. And there is no contradiction between the two roles. He can play pranks with the girls of his village, running away with their clothes when they are bathing in the river, and he can also make the most profound statements like in the GEETA. He can be a thief and a perfect yogi together. Krishna is one person in so many diverse roles - and that is his grandeur, his glory. And this is the uniqueness of Krishna, his individuality. You will not find it in Rama, Buddha, Mahavira of Jesus Christ. Krishna is a blending of contradiction, a beautiful synthesis of all contradictions. I say so for the reason that I don’t find these contradictions to be really contradictory. In fact all of life’s truth is a blending, a synthesis of contradictions. The whole of life is based on contradictions, and there is no discordance in those contradictions; rather, there is full accord, absolute harmony among them.

In hinduism , it is very common in stories that avatars and dieties would sing hymns and praises for each other ... it is not described as worshipping each other ... it is their realisation of the various expansions and oneness with the one Supreme Lord that makes them do this .. so Lord vishnu and Lord shiva will sing praises for one another , and so forth ...

There are denominations of Hindus - Shaivites, Vaishnavas, Shaktites. Shaivites worship Shiva as supreme Brahman. Vaishnavas worship Vishnu and his avatars as supreme Brahman. Shaktites worship Devi (Shakti) as supreme Brahman. In order to maintain harmonious relationship between Shaivites and Vaishnavas, it is said that Shiva meditates upon Vishnu and Vishnu meditates upon Shiva.
It's not said that Shiva meditate on Vishnu but rather on lord Ram, and as you can see on his whole avatars he's serving lord Ram or Vishnu. Shiva is actually a position. Sada shiv is source of Shiva. And sada shiv eminates from mahavishnu where as shiv eminates from bramha.

Shiva, vishnu Brahma are same, the Prambrahma incranetes himself in three forms during material creation. And they all work under the instructions of the Prambrahma (supreme lord). Shiva and Brahma have the potential that they can kill the demon in one snap. But they know their roles and participated perfectly in the divine play of krishna.

It is not about being power always . For example when Gods give a demon the boon that he must not be able to kill by any god, Ram (God in human form ) kill such demon. And it is not that Gods are not powerful but they respect the boon they had given which they can take it back from the demon. So , maybe Bakasura get such a boon . There was a story that even lord Vishnu Himself can't kill a demon due to a boon , not because He is powerless but as He keeps His words
