1. Friday night and Sunday night.Saturday sometimes closed from 8 pm.
2. By taxi, yes. By walk, No.

​@Justin-ut2vw just rent a car. There are places in Tokyo you can rent Skyline GTRs, Supras and a lot of JDM legendary cars. Well worth the money. Cheers mate
