Government .. part of executive but judiciary and legislature also played important role in that .
Governance ... Which do their work with collaboration with the private affairs , ngo and multiple affairs etc .

Government .. executive arm of the state .
Agenda setting , policy making and implementation .
Single actor
Governance .. it involves ngo , public and private actor .
Both formal and informal authority it involves .
But government invoves only formal authority .

Other rule of law judiciary should independent , accessible to the people , affordable etc .
