Employ someone who knows how to represent your product in IFC form - BIM really is very simplistic. It is just that we have become infested with a type of middle-management failure system infested with people attempting to find a position for themselves. Much like the 1980's when Project Managers were all the rage. As for government policy - they know sweet FA about sweet FA. Drop me a line and I will explain the simplest way for you to get your products before manufacturers through the medium of social media and thence file copy of product as objects into BIM software. Trust me - BIM is very simple.
