If you know your Irish History, the IRB came before the IRA. They were eventually pushed into using bombs, etc after the British set the Black n Tans on the civilian population.

If one group are terrorists then both are there is no debate in it. The only difference was ira volunteers were impression for their “crimes” but the British army weren’t. And I say “crimes” as I’m sure a lot were imprisoned for either killing war combatants or possession charges or membership charges, I’d agree anyone who intentionally killed innocents deserved to be jailed.
