i think it should have been, "CPR can't restart a heart once it stopped".
A defibrillator sends an electrical shock across the heart at about 300 jules in order to STOP the heart from fibrillating......( which is a non pumping action or quivering, if you will ) Fibrillation is where the elctrical impulses of the heart has become chaotic. The shock is to stop the heart and reset the normal rhythem. When a patient has flatlined, CPR is started, to actually beat the heart manually until enough electrical impulses have been returned.

but there are other reasons for a heart to stop beating then fibrillating, isn't there? it was my understanding that you need an electric pulse to restart a heart that stopped, normally CPR won't be able to do so, at least that's what was what my brother was told by the paramedic who were teaching CPR at his work. they also told stories where ppl had preformed CPR for close to an hour before paramedics arrived and restarted the heart with a defibrillator (i might be miss translating, but im pretty sure its defibrillator). the person recovered and had no major lasting damages.
