im not sure why that would be the case, have you talked to lana at the start of the stage?
you are also supposed to get the code from a vending machine at some previous stage. the game might be locking you out of this interaction if you havent found it yet. however the game usually doesn't stop you from using a clue you haven't found, so i doubt this would be the case.
