Looks like this could have been a parody of the Get Smart episode of "Dr. Yes". Very well done...one of my favorite sketches. Dr. Yes was the ruthless evil doctor with the long poisonous fingernails.
This was like the old slap-stick comedy. Funny. And Passion Plenty was sexy, and alluring, but she couldn't get James Bond (Tim Conway), to like her. But Carol did a bang-up job of playing the part!! I'm gonna start watching these Carol Burnett TH-cam shows, every day!! Especially with this "stay at home" order.

Whether he saw this sketch or not we can't be sure, but it was broadcast two years after he became Dr. Who, so maybe someone on "The Carol Burnett Show" had seen him in action.
There's a British show from the 60s called Adam Adamant that has an eerily similar premise to Austin Powers, where a man of action from the early 1900s is tricked by his fiancée who is working with the arch villain, and freezes the hero and seals him in a building until he is found in the mid-60s and unable to return to his own time (although he really wants to) and gets involved in 60s crime and spy shenanigans.
