She is a starter in CN. They just switched her with Ayanami in the JP version, presumably so that a Japanese ship would be available in the starters for Japanese players.

I wish Azur Lane was as elaborate as Fate. More anime with alternate endings, separate comedy series. Even if it had 10000 episodes I would love to watch it. 12 episodes and a game is not enough as the bond between several characters is strong. More is needed...

Many were even scrapped. Others weren't completed, many were canceled at the last minute before their keels could even be laid down. Some were laid up, and many were preserved as museums for their historical significances and war records. But now, they have a newer lease of life. Each ship is created accurately, based on their historical blueprints, as seen in Episodes 1, 5 and 7. They're given human personalities while female in gender, then sent into combat.
I looked it up, and it looks like the Iron Blood flag is used as the flag for the Crimson Axis as a whole (You can see it if you try to create a guild in the game). Not sure why that is, but that flag is probably meant to represent the Crimson Axis in that shot.
