When i deleted it in normal mode my antivirus says its now 3 of them in same file but i already deleted this file

The problem im facing is windows defender file and many files with that location doesn't appear anywhere and it only comes back after i remove the safe boot and back to normal which doesn't let me delete it by saying require system permission. Theres no Add button in advanced security settings of the properties
