I was at a a conference a few months ago and thieves came to the hotel parking lot at night and took all four wheels and tires off of a dozen cars. I was okay because my wheel locks worked, but it was brazen. There were six of them and they brought an extra truck to haul away the wheels. This was done under surveillance cameras and in the lot right in front of the main hotel entrance. Police looked at the video and saw that the thieves wore masks. Then they filed a report so the victims could refer to it for their insurance claims. That was it. Nothing more was done. If you value your vehicle then lock it all down.

There are major metal recyclers buying up all these stolen cats, seems the simplest approach is to require proof of ownership to sell them those cats, and require them to keep those records on file. In some states you have to have a permit from the local sheriff or police department to sell scrap metal, the metal recyclers have to take a picture of what was brought in along with identification of who sold it and have to keep it set aside for a certain amount of time before they can recycle it. If there is no easy market to sell what is obviously a stolen item, then thieves will have a much harder time making money off of it. The feds recently busted a ring of recyclers for this. In that case thieves were stealing them from states where its hard to sell them and then shipping them to states where it was easy to do so. You need national laws for this to finally end it.

Same thing with the corner stores that buy high priced groceries like meat, seafood, baby formula, teeth whitening strips, etc. The stores know that the people selling the products to them boosted them from another store - they just don’t care. As a Canadian, I had an interesting conversation with an American. Here in Canada, if an employee has been performing poorly at work, or missing work days and they pro-actively tell their employer that they are struggling with drug addiction or alcoholism, it is illegal to fire them without offering help, and giving them a chance to get into a structured program to fight their addiction. They must demonstrate that they are in a program and making a serious effort to stay clean, or they are gone. It is NOT a license to stay addicted. The American seemed astonished. They asked "How can you make a problem like that the responsibility of the employer?" This video is strong evidence as to why it makes sense. If you allow that person to be fired, they become the person that will mug you. They become the person that will break into your home at night. They become the person that will loot a store, something we all pay for. They become the person that will carjack you at an intersection. Or in this case, steal your catalytic converter. If they turn their lives around, they become a contributing taxpayer who has a financial future without crime. What is the result on society as a whole? Well, we have run that experiment. I live in a large city in Canada. I can leave my door unlocked tonight and sleep well with no weapon in the home. How many Americans want to chance that? Zero. I can't blame them. They are surrounded by danger from the desperate folk.
