74 is a WR number in Canada. In fact, numbers in the 70s for wideouts are as traditional in Canada as numbers in the 80s are in the US. The rules around jersey numbers are far more lax than in the US. The rules are as follows: ineligible offensive linemen wear between 50 and 69, other offensive players can wear any number outside that range, and defenders can wear any number.
And even the American conventions weren't fully adopted until some point in the NFL-AFL merger process. The AFL's rules had similar positional restrictions, but the actual numbers were different.
Overall, I agree with your assessment. As an Oregon Ducks fan, I've been acutely aware of his shortcomings for a long time. He failed to make it in the NFL for a reason.
