They have a speech defect. They can’t pronounce an “r” like everyone else. It’s called картавить-kartavit’. It’s somewhat common. Especially among children. It’s one of the last letter that they learn to pronounce correctly. My little brother had this problem. He taught himself how to pronounce it after watching some TH-cam videos. Also kids make fun of those who can’t pronounce an r and/or lisp.

I think 10 percent of native speakers pronounce r like that. It should be a variation of norm already.
