No, Also Winsteps uses JMLE, which is a biased estimator. Use WINMIRA for Mixed Rasch Model. Or Latent Gold for other mixtures, or Mplus for Mixture Factor Models, or use Conquest for Rasch Models. JMLE-based software should not be used if alternatives are available.

Omega MC'd is estimated in different ways in SPSS and Jamovi. Please watch my videos on SEM in Jamovi.

JMLE is a 'nono' (biased) estimator. Rasch Mixture models should be estimated with MML or CML.
