Remember a while ago, recently after the Fleetway arc, where Modern Sonic explained that anyone that touches Fleetway gets a piece of his chaos energy and will have their own Fleetway, whether it be temporary or, if your a Sonic, permanent? Well, Shadow hit Fleetway multiple times so..

Well there's multiple people in the fleetway arc that hit fleetway multiple times, there was knuckles, shadina, terios, and sark, and they haven't been shown to have fleetway forms temporarily
Plus I think that was semi retconned
And along with then fleetway can control his ability when he infects someone and since simp shadow is weak/ a joke fleetway has no reason to infect him
