Looks like the handle was installed in the wrong position is why the powder spilled out on you. The handle should be in the same orientation as the metering assembly. Or you would want the handle down in your case.
My Walmart has it too, I live in eastern Oregon so a lot of sportsmen. I work there and that's my only guess. I'm here for the review my self before I buy.
Northern California must be a No reloading components Wal-Mart zone. But I really don't know because I quit going there for anything after they quit selling ammo.
Just want to say something helpful with all due respect. Making a video can be difficult if your camera is not positioned well. Maybe do a few dry runs, before making a shorter and more focused video in the future. Folks like myself just want to learn from others, or hear about performing a specific activity, such as using your RCBS Quick Change Powder Measure. Just demonstrate your knowledge as if showing a Buddy, and try to forget about the camera, Widow Maker! Be Safe, Man!
I have the same dropper and it drops accurate, but damn I've lost powder a few times spilling all over bench with this thing.

It makes little to no difference what primer you use. Just work up your load and go to work!
