I have an idea for the plastic bags of stuff from the bottom of the stairs collecting on your dresser issue. what if perhaps you find a basket or pretty bin that makes you smile and thats what you collect things in at the bottom of the stairs, then in order to put it back in its collecting spot you have to empty it out. sort of forcing you to take care of it wither that night or the next morning. but when you do it often because you've tricked yourself to with pretty basket method then it wont feel so overwhelming.
if it was me, my choice would be some sort of wicker basket with a long handle as if im collecting berries in the forest when im putting away my toiletries from cvs lol
