For my upcoming trip, I will arrive to IST airport on Singapore Airlines business class. My next flight is on Turkish Airlines on a separate economy ticket. Since they are different airlines and tickets were purchased separately, I presume I cam clear immigration using Fast Track (Both Singapore Airlines and Turkish Airlines are Star Alliance partners) but re-check in again using the normal queue. Also, do you think a 4 hr transit time is sufficient? Thank you.
If your next flight is domestic, you should go thru customs otherwise there is a separate pass for transit customers. I have used fast track many times even flying economy with my *A Gold status so I assume SQ BC should be ok.

I presume I would need to collect my bags, exit, and go to through the Turkish Airlines counter for check-in again since I would need to load the bag to Turkish Airlines? I always checked my luggages at checkin on first flight on separate PNRs (within *A flights), however they were always the same class fare so I am not sure if that works for you or not, but worth to try. Just ask SQ agent when you are checking in. I suggest using AirTags (or alike) with your luggages in case of a delay, which never happened to me but some people complain about it. Also 4 hrs is plenty enough, but don’t waste time at duty free shops (if you need to pass thru customs, arrival duty free at IST is cheaper than departures one, specially for tobacco products).
If you are TK Miles & Smiles Elite or Elite Plus member (or just landed from a TK flight with a Business ticket), you can use the fast track shown in the video.

How did they check your passport? I’ve heard so many stories of invasive biometrics. Did they just glance at it and stamp? Did they scan or swipe it? Must you give fingerprints or a photo?
Is the fast track only allowed for Turkish passport holders as the sign says only Turkish passports? If I flew in with a business class ticket, and I don’t have a Turkish passport can I use the fast track?

Just like majority of the other countries. Passport check, photo, and go.

No, any passport as long as you have a TK business ticket or have status.

What photo? They take pictures of your face at every country when you are entering and it is no different.
