In the edit page, place a video 1 track below the fusion composition and the flicker effect will be on top of the video. If you mean making a video flicker, then this method won't work
@@SmertimbaGraphics I figured it out! what I meant was, I followed your instructions WITH a video clip i was editing, so i was adding this text onto a video clip, i found out that you have to have the Alpha Limits Effect button selected or else you lose the background and all you are left with is text.

It's up to your preference, I'm more comfortable with premiere and ae since I've used it for a while

This method only works with text layers, don't think there's an easy way to do it with shapes
