Is the total printed part say 13x19 and the actual image smaller? In this case it may be 12x18 and 1 inch border around to make up the paper size. Basically what I’m asking is, do you keep the traditional paper sizes 16x24, 24x36 and the actual image is 1-2inch smaller. I’m not looking for odd paper sizes.

If you want a border on a “traditional paper” size then yes, you would need to make the image smaller. Or, you could print “traditional paper” size images on larger paper.

@@TheVisualCenter thanks! Basically what I’m looking for. Wondering if there’s some sort of standard or if it’s really “subjective”.

I think it would depend on the photographer and their work. Are you selling prints? Then standard sizes are probably important to your customers. If you’re printing to hang work in your home then print images at whatever size you want.
