I'm not sure I understand your question, kapatid. Laws as a general rule, take effect whenever they so provide. The Revised Penal Code took effect on January 1, 1932. This only means that from January 1, the applicable law was no longer the Spanish Penal Code, but the Revised Penal Code. The TRAIN Law took effect on January 1, 2018. Prior to that date, the governing law was the National Internal Revenue Code, before it was amended. I hope this makes sense, kapatid. Nothing to do with it being a holiday. 😊❤️🙏🏻

May I just ask while waiting for another year, preparing for entrance exams, will it be required to memorize the Revised Penal Code in the first year? Codal is a common noun. It's a generic term covering our laws. The printed versions are small books, like bibles. So when you say Criminal Law Codal - it means the provisions of the Revised Penal Code and special penal laws. Codal for Civil Law is the New Civil Code and the Family Code. I hope this makes sense.
