I've imagined the inside of the chamber being black in colour with dark glowing orange circles similar to a tardis. Inside the chamber, it is partially warm with minor steam and hallucinogenic images.
In addition to what I've said, the chamber acts like a temporal nexus. Giving people the ability to see alternate timelines besides our own. But unless you have a completely open mind to the concept of time, space and reality. Otherwise, the chamber could put you into cardiac arrest and kill you.

I assume he's voicing a younger Dalek Time Strategist, hence why he sounds like that.
The voice changes and this is noted on the wiki. It's because he wanted to differentiate it from the Emperor Dalek
