Very sad story. Sorry about that. I wonder how people still operate with a lot of dishonesty. It really pain a lot. And also, our Police are even I don't know what to say......pathetic.
Have you thought for a moment that the guy was not up to conning you. As per the story for me he was a guy who wanted to do the job but he may have under quoted the price that he charged you then after going to look for someone to do the work for him he found the work was more expensive than he thought it would be then the spiral effect of him thinking that he can still do the job he may have made the mistake of not communicating or even putting off his phone but the initial intention was not conning you it may have ended up there but I don't believe that he came with the intention of doing it from the word go.
Don’t be naive , how can someone in business forget to communicate with a client. If he had underquoted then you call the client and explain the situation. This is business.
It's good that you don't believe for you shall be more careful and open up your third eye when it comes to the topic of money better to be careful than sorry.
