A couple weeks ago i had a similar situation. I played a most wanted public game. First i was in the racer team. I was one of the protectors. After a little while in this round i notice something suspicious. The most wanted had lost 2 segments of his health bar. Only a couple seconds after, he had full health again. Minutes later it happened again. I don't know what this was. graphic bug? But i think he cheated.
