I actually figured this out because of Mahoutsukai no Yome (The Ancient Magus’ Bride), which has an English-subtitled Japanese dub on Crunchyroll. (I found it on Crunchyroll’s TH-cam channel, so it’s just clips there; but I know the website has the full anime) In the first season, when Chise meets Titania and Oberon, there’s a scene where Titania says “ara ara (and then something else I don’t know the romanji for)” (translated as “oh dear” in the subtitles) in response to Elias semi-discovering his developing feelings for Chise. (Since Elias is not human, he doesn’t exactly understand what he’s feeling nor how to express it. That’s part of the subplot of the season) The line is said as sort of an aside, where it is closer to Titania thinking out loud to herself. What I didn’t know then was the use of the term only to children… so the implication is that Titania sees Elias as one of her children (as the fae queen all faeries are her children in a way) even though they are not related at all (and Elias isn’t really a fae, he’s just described as inhuman).
I’m Filipino and we Filipinos got our own version of “Ara Ara”. It’s called “Hay naku” or “hay nako” and it is best said when you want to express frustration or exasperation in the likes of “Oh my,” “Oh my gosh,” “Oh dear,” or “Uh oh!”. If that doesn’t give my country and Japan 1 thing in common, idk what else it would be.🤭🇵🇭x🇯🇵

it’s generally like saying “ayayai!” in response to something annoying, bad, etc. (eyeyeye? not sure how to pronounce it, but that’s how i see it used contextually)
Definitely the context in which it's used; anything can be said to appear, when used in the right way... amusingly most of us just so happen to be easily... "charmed" so to speak xp
