I believe the pattern they were looking for with self-similar was TCP synchronization. This is the pattern where parallel TCP flows that experience congestion related drop synchronize in their TCP windowing, thus resulting in poor path utilization. As congestion occurs, all flows drop packets simultaneously, resulting in all flows executing parallel window reductions.
