You had problem communicating with neighbors :O ? I would say a lot more people talk English than German, except maybe older people (like older than 50yrs). We have English as obligatory language in schools since young age - like 7 or 8 yrs old.

While I don't have the population of all European capitals memorised, I thought it would be either Ljubljiana or Tirana. Also, you seem like the type for it. An Adriatic type, spiritually speaking. Have you tried Rijeka or Trieste with a lesser-known work of Thomas Mann in pocket?

And Trieste: I prefer to live in countries where I don't speak the language; I like living in a bubble and unfortunately i speak Italian, so that might shatter my bubble experience. Do you have experience with those cities?
