From TH 12 onward, Town Hall becomes weaponized that will trigger the Town Hall's defense mechanism when taking any damage or once overall destruction reach 50%. These stars refers to Town Hall's weapon level, there are 5 levels each Town Hall's weapons portrayed by stars from 1 until 5 stars, and you need to upgrade these weapon first before you able to upgrade the Town Hall for next level.

You have to go up all 5 th lvls, at th12 (which upgrade the giga Tesla) to go a th up
