I'm getting my bearings in Charasis at the moment, having done entrance, basement, and parts of North/South wing with a group, but I plan on getting comfortable with Seb and Chardok once I am higher level. Correct me if I am wrong, but my understanding of Kunark dungeons is that Charasis is best for XP groups and Sebilis for the most valuable loot, but where does Chardok stand in that mix (assuming there is no intention to faction with them)? Looks like there are some juicy drops in here, but also some nasty mobs, haha.
I think it depends on what you like doing! Howling Stones is great if you want to grab a group of friends and dungeon crawl. I xp'd from 54 to 60 in HS, mostly in the entrance, basement, and north wing. Sebilis is also really fun for groups and has some of the best loot currently in game. It's almost always bring your own group, though, in my experience. Chardok will typically have an xp group at the Castle during more busy times that you can join. As an enchanter at 55, you can certainly xp there and you'll get some random drops that are more than worthwhile, particularly Tribal War Boots and Stave of Shielding. I leveled my druid from ~54 to 60 in Chardok and really enjoyed it. Shoot me a tell in game if you like and I'll answer whatever questions you might have!

How are you able to just walk around with no one attacking you?
Faction. But even without faction enchanters can do this in lots of different places
