Prolly phone.. mine runs great at first and gets worse as time goes on.. turn settings on low as possible and see if that helps.. i suspect its a memory leak though.
Not sure if you refer to slow moving, and you finger can move 3x faster than the character on screen and also multiple clicking of the window thar give feeling of lag , that is the game. Other than that, then it pretty much due to phone not compatible either by memory or cpu, and also network could play in too.

I decide not to go further after playing 5 days on China server. Don’t want to see my ergonomic therapist in a month or two time.
