That shrine is a pretty famous in Akihabara I believe. I watch this guy from Canada who has lived over in Tokyo for 10 years or so and he has a lot of neat videos of festivals, which is where I seen the shrine, it was during a festival. I thought it was during a festival celebrating shrines or something. His channel is Tokyo Lens and the guy's name is Norm. He's a photographer, shamisen player, and does video work. :)

Hi You got it right its in Tokyo Japan and if you ever have a chance to visit Japan try getting what they call JR pass its a cheap train pass you can use riding the bullet train many times you will not be able to buy the the train pass in Japan you can check on line how to buy the pass it will save you a lot of money buying the ticket at the station
