    You have left out the controller assuming that it would be understood.
    Now consider a case where a single transmitter sends process measurements to two controllers that in turn modulate their respectively control valves: one control valve for each controller.
    In the above case, it is not considered a case of split range control, now is it?
    Thus, I would like to emphasis the role of the controller in your explanation.

      The control Valve which needs to be opened first should be calibrated in the range of 4-12MA and 2nd one should be calibrated 12-20MA. Hope this answers your question.
