You could argue just in terms of objectively looking at how they operate who is the most self preserving without judging them morally about 10 different characters even those who didn't survive. Stringer Bell, Slim Charles, Vondopolis, Rawls, Carcetti, Proposition Joe, or Valchek. Those are clearly in my view the most driven by self preservation even if they were financially or career ambitious. I'd say Slim Charles was the most effective and most impressive self preservation character based on where he started and where he ended. You've seen numerous times where he made a decision to do or not do something based on anticipating the fall out of whatever decision he made on that matter and correctly deciding how to proceed. He knew his strengths and weaknesses and didn't get into anything he knew he wasn't cut out for and that had a lot to do with not only his survival but his ascension. Obviously he was highly career driven too but he knew in his world what things would hurt him the most in terms of not only stopping his promotability but risking his job and he operated accordingly.
