It looks to be the same principle as the "Knuckle Guard/Claw" weapons on Gundam Marchosias, except the assembly on the Hexa Gear kit has a functional extension gimmick. As far as the scale question, the Rayblade Impulse review has a "standard HG" (e.g. 1/144) RX-78-2 for comparison at the 10:46 mark of that video. IMO, the Lord Impulse's extending blade weapon might work with some thicker-limbed HG mobile suits, but going up to at least 1/100 is probably a safer bet.
For me these kits look very “busy”, not a lot of flat armor areas as I’m more used to with Gundam kits. That said, this one does look nice but ultimately for me it would be a big box of kitbash fodder !

No I didn’t. That said, if you play around with it a lot there are definitely weak points. Just don’t mess with it too much - or maybe a little glue 👌
