Agree the culture is the main issue now. GM should be Dimitrioff, either Vrabel, Flores or Glenn for HC. Cut Rodgers, Adams and Lazard. Extend Garrett, trade Breece now while he has value they have Allen and Davis and they can get another good RB like Skattebo in the draft. Draft OL with first pick, then Safety, DL, CB, RB and TE. A veteran WR can be had cheap to complement Garrett. There are not that many impact WRs in this draft after 2nd round.
Hire vrabel or Flores. Sign Justin fields. Release Rodgers and Adams. Draft Graham and an edge in the second. than wr in the 3rd. Safety in 4th and maybe trade back into the 4th and get Riley Leonard and develop. Simple easy fix.

What about Derek Carr, Conor? Can he be revisited, he'd even fit with Devante Adams, if he stays.
