That is an oil bath air filter and needs to have oil in bottom/inner bowl. No oil no air filtration!
What about changing the oil filter and crank case oil? Wiping the case down and a new coat of paint will do NOTHING towards keeping the engine running a long time!
It appears that you reused the dirtied oil that you used to clean the fuel valve filter right back into the fuel tank along with all the sediment that you cleaned out of the filter. It will of course plug the filter up again! None of this makes much sense unless you are trying to sell the engine?
