It's messy. sometimes it's action and sometimes it's non action. "I am feeling the table." my hand is touching the table. "I feel sad" . this is a non action meaning but sometimes I hear people say.."I am feeling sad."
Mr Dan, can I say the girl is doubting the speaker? Or the girl is feeling better? Is that correct? I know we can't say the students are knowing, or are remembering or are understanding. You mention present tense, how about future tense such as the students will know or will understand and so on.. Thank you for such great explanation..

Future tense and past tenses follow the same rule. usually we don't use progressive for certain verbs (past progressive, future progressive). some verbs are more non action than others. 'feel' is often used in progressive to describe someone's health.

watch is an action verb. See is usually non action. When it means perceiving things with your eyes, it's non action. When it means dating or going to an appointment with someone, it's an action verb.
'see' has more than one meaning. when see means 'perceiving something with your eyes' , it is non action. I see the TV. When see means 'dating', it is an action verb. I am seeing that girl. We have been dating for 3 months. When see means 'going to an appointment', it is an action verb. I am seeing the dentist today.
The rules for action and non action verbs are 90% rules. They don't apply in 100% of situations. Generally when 'have' means 'possess', it is non action. but in some situations and with some expressions, English speakers break the rules. "I am having doubts about my president" is an example. This sentence sounds correct and natural to me.
