I’d use an editing app like iMovies or LumaFusion. You can screen record as usual and then edit using a 16:9 aspect ratio time line. You can then adjust the portion of the screen you'd like to show. 👍
The recording resolution is not known, and may be specific to your version of ipad. For example my iPad Pro has a pro motion 120 hz refresh rate screen, depending on what's being recorded on screen the resolution and framerate may change. But regardless the 16:9 video should retain its quality.

But after clicking edit on the video the only option I got is cancel on the left bottom and cropping option for shorten the video and three dots(...) on the right bottom Where would I find the crop mark so that I can select the aspect ration. Your suggestion is really good but this is not something that we expect from expensive products of apple. They should give this option by default considering other factors like TH-cam and all as well. This is basically a Jugaad thing.

Please watch the video from 5:08 onwards. If you don't have the option of aspect ratio, make sure you have the latest iPadOS version, anything 13.x

During live streaming you will not be able to do 16:9. Only if you record and edit to 16:9 before uploading.

After uploading the recorded video the quality is automatically reducing, any tips regarding it

But the moment i crop, the video quality gets drastically reduced. The letters appear blur :(

Game play is 4:3 so 16:9 won't work. The game elements will be cut off

Changing the aspect ratio shouldn't degrade the video quality. It takes a while to process, but should retain the original quality.
