We know from experience and recent BBC documentaries that the the RCC's do not close motorways on a whim... There must have been a reason. Also why did you feel it necessary to cross the solid white lines and ride though the hatch markings?
Because he can! Even the police acknowledge it as long as it's done safely and with no risk to other road users. I've done it in front of marked police cars and the just 'do a Schulz'.
Because ''Only the best need apply'' No sense of urgency, no thought of cost to the road user , who never ever complains when they the HA 'traffic officers' turn a simple incident into major chaos. Beware of anyone from an 'agency' or department that calls operatives 'officers' as they most certainly never will be. 'mate'
