They are engaging in a war of grey zone tactics and attrition, they are hoping that constant damages and watercannons like this will gradually reduce the capability of the coast guard to operate effectively without resorting to lethal weapons. The solution is simple. If they want attrition give them attrition and copy their tactics. Take advantage of our closer coastline and ports and mass produce cheap, and disposable concrete boat drones (Similar to the liberty ships in World war 2) that are easy to make, kung gusto nila mag banggaan yan ang ibabangga nila. We can do this because scarborough and second thomas shoal is much closer to our ports than theirs, fight them at their own game.

As if the AFP's authority is NOT high enough.
The Constitution and Administrative Code already defined and enumerated the duties and responsibilities of the Armed Forces.
If the AFP and PCG are still waiting for the decision of the President/Commander in Chief whether to board these intruding ships, arrest the crews, seize these vessels and impose fines on the PRC for several maritime law violations inside the Philippine EEZ, then they have been grossly negligent of their duties and responsibilities as mandated by law.
