I do believe OP’s dad was abusing the sister and fathered the baby she miscarried. That’s why he was so against her getting help and why he dipped when she was hospitalized; because he was afraid he was about to be exposed.
It seems pretty clear to me that the Dad was the father of her child. He molested her and that set the sister is a tailspin. The Dad didn't want the authorities involved because the truth of his horrible acts would come out. The mother is guilty of looking the other way and is just as much at fault for everything. She had to suspect the Dad. They need to find this sob and get him to stand trial. Lock his ass up.

The cap nodded and told him to go ahead. After finishing his cigar, he strolled down to see a huge crowd of guards watching A vs B and A was beating the cxxp out of B. Satisfied, the cap waited 5 min and shouted "stop that" and ordered 2 other guards to escort A and B to the slammer. After 2 days, Guard A softly came up to the cap on the terrace and said, thank you. B has not even tried to look in my direction. I think the problem is solved. The cap nodded and watched him go, with head high!
Op your dad made sure that your sister didn't get suitable treatment when she younger , this could have dealt with the later suicide attempts if she had a coping method . It's not your fault your youngest sister overdosed as there is a warning on all medication packages ,she knew exactly what she was doing to mess with your head .
Baker Acted is when you are committed to get mental health help. It can be voluntary or involuntary, but generally if someone says they were “Baker Acted” more often than not it’s involuntary. The Baker Act is only in Florida so that means this story takes place in Florida.
