There is one thing that worthy to be mentioned, levi didn't pull the blades out of female titan's eyes after he steb into it. that makes her ten Times harder to regenerate her eyes comparing to the fight with levi squad. This little detail and habbit makes him fight as a god! The strongest soldier ever!
Annie had to know that by killing and killing, she'd be grinding down the scouts until only their best soldiers were left. She had to know if she didn't get in and out fast, she'd be contending with the likes of Mikasa and Levi. And she paid the price for gambling too boldly.
