Nice video! Did the same service to my port engine and drive. Really simple to do, parts were not very expensive and works great now. I also removed the entire unit to work on back at the house and that made it much easier.
Same problem with mine, I have to use a screw driver to get both of the terminals tuching together so the lower unit can go up. My guess is a definite trim soleniod.
+Big Island MN does the leg or stern drive move up are down? If it just goes up, then the top solenoid needs replacing, and so on. It isn't hard to change, just time.
Yeah basically if it still doesn’t work properly or it seems to sometimes work when it wants to, replace the solenoids. Better off replacing both so In the future there won’t be problems.

Don’t use sand papers with a lot of grit, use a light one just to knock of the service rust.
If you use a sand paper with a lot of grit, it can mess your threads
