Idk if I'm overwatering or not watering enough but my rose is dropping. Its growing but it bends and going down way. Few of the leaves on the bottom are drying too. I can see many new buds but I want them to go straight What to do ?
Plant bends towards sunlight, may be your plant is not placed in a Sunny area. For the Watering Issues, rose plant is very sensitive & a Well Draining Mix is extremely Important for it's Healthier Growth. So make sure your Soil is draining.

How to prevent yellowing leaves in rainy season when there could be raining on and of in 3 days, sometimes 6 to 8 hours continuously?
Rain Doesn't cause this problem, problem Occurs when Water gets blocked.
Use of a Well Draining Soil mix Can Solves This Problem. Or You Should Also Try to Place it in the Shade for Rainy Days, Overly Moist Environment Increases the Chance of Fungal Growth, So It Could be Harmful.

My rose is rusty every year if I take it out and put another one in will the same thing happen

You can Use a Good Fertilizer to Keep the Deficiencies Away, otherwise don't water over the leaves to Much, because it's also a Sign of fungus...

I’ve over fertilized my roses leaves are brown but yellow mostly,, wat should I do any advice is greatly appreciated 😢
If Season is Little Cool, you Should Change the Soil of Your Plant. This will reduce the effect of Fertilizer. & Keep the Your Rose in a Shade for Some Days.

Is it OK to use vinegar on roses
Yes you can use that to improve pH of the Soil, but it's not a thing to be used Regularly. & OverUse can also cause side effects so be careful.
