When I make straps for bags or projects like this, I learned from my quilt shop classes to use the blindhem foot (with little red wheel) as I set the wheel up against strap edge so that the strap is sewn right off the edge and it sews the stitches perfectly straight and right on that edge!
There is also a product called PUL. It is used to make the outside layer of reusable diapers, so it is washable. When I needed some PUL for a project, I found it at a big box fabric store.
This is timely video. I am currently making baby gifts. What are your thoughts on using PUL to waterproof? Maybe a video to demonstrate that. I am thinking on putting it in burp cloths and bibs along with changing pad. Thanks!

You would have to use a waterproof material to make this pad waterproof. - Abby

It's easy. Just sew in a water proof changing pad inside

I’d use a waterproof mattress pad. They have them in several sizes, try searching the term incontinence pads or reusable dog training pads.
