The ending credits are so sad. Poor guy has been all alone and the place he treasured is in ruins and something he doesn't understand has happened to his old friends. Note how the sign on the door says "Ranglers Only". That basically means staff only. You're not supposed to be in here, but the normal registration center is probably inoperable or entirely destroyed/collapsed. You can actually hear the moment where he realizes that he's standing the wrong way. A little hitch in his voice. I have considered that he might have made up the whole registration center thing from whole cloth, but the facial tracking and guest list thing strongly suggests that there used to be a proper registration center.
