- India now has 28 States and eight Union Territories .
But that was not the case when the country became independent in 1947.Over 75 years, the Indian map has undergone several changes.
The Department, led by Sardar Vallabbhai Patel and his Secretary V.P. Menon, took up the task of integrating the over 550 princely states into India.
Over the years states have been reorganised in multiple phases, and there were different factors behind it

Orissa, now known as Odisha, was the first linguistic state as it was formed on 1 April 1936 almost a decade before India gained Independence.
There was no country named India back in 1936 that's British India so it's Andhra Pradesh which formed on basis of langauge and people protested for Telugu land unlike odia people who got it because British thought of doing it.
There was no india before 1936. Also along with odisha, Bihar was also separated from bengal.
If thats the case, Sind and Orissa both were the first linguistic states of India.. (Sind, however went to Pak after Partition).

Just 10 years ago until 1937, 🇮🇳 India's size was even still a lot larger as in 1937, British India's largest province of Burma was separated from British Raj into it's own British Colony - which today we know as the country of 🇲🇲 Myanmar.

Myanmar was always part of South East Asia. It's the Africans, Europeans, Persians... all now called Indians...have done extensive destruction to South East Asia, across centuries and millenia, to make the region under Indian foot. Let's not forget how the Indians lied to influence the British and claimed many areas as under Indians.

Factual correction - Odisha is the first Indian state to be formed on the basis of common languages being spoken by the natives i.e. Odia or on linguistic basis on 01-April-1936, that is before independence.
CHRONOLOGY OF A STATE’S FORMATION
1895: Linguistic movement gained momentum in Sambalpur (then a part of Madhya Pradesh division)to join the major Oriya speaking Orissa division
1898: Madhusudan Das was elected to Bengal Legislative Assembly
1902: The king of Balasore, Baikunthanath Deb had presented a proposal to the then Viceroy of India, Lord Curzon, to formulate a state on the basis of Oriya language
1903: Utkal Sammilani or Utkal Union Conference, initiated by Madhusudan Das, held its first meeting, presided by Mayurbhanj king Ramachandra Bhanjadeo
1905: Sambalpur and few other princely estates of Western Orissa were merged with Orissa division
1911: Bihar and Orissa separated from Bengal province
1921: Mahatma Gandhi first visited Orissa and the leaders here joined the Non-Co-operation movement for National freedom
1922: Harekrushna Mahtab was sentenced to one year Rigorous Imprisonment in July on the charges of instigating the Kanika rebellion
1923: Madhusudan Das resigned from the Ministership of Bihar-Orissa Government
1928: Gandhi’s third visit to Orissa and death of Utkalmani Gopabandhu Das
1931: Parlakhemundi king Krushna Chandra Narayan Gajapati attended the First Round Table Conference in London in January and demanded a separate province for Orissa
1932: In the Second Round Table Conference in September it was decided that a separate province for Orissa would be formed
1934: Madhusudan Das died
1935: Formulation of the Oriya state was made under the Indian Administrative Act
1936: Orissa became a separate province

Party ruling India at present, should understand initial difficulties that the earlier rulers of Indian Union went through. They're often blaming Congress of ruining India. It is a fragile India that was handed over to earlier rulers of Indian Union in 1947... no proper police force , armed forces (during 1962 war only 303 rifles and 40 bullets were given to face the innumerable Chinese army..as told by my army friend) scanty rail and roadways with hardly any fund in the exchequer to run this massive nation; that to with 550 princely states.. to unify them, to form the present states and the Indian Union.
